Imagine a system where you cannot fire anyone for poor performance, or give anyone a raise, promotion or bonus for good performance. A system where key executives stay less than 7 months in a role before switching to a totally new department. A system that spends zero on your professional development but entrusts you with total authority to decide spending of billions every year. A system where everyone stays away from large, high impact projects or out-of-box reforms because they can become subjects of inquires, anti-corruption scrutiny, political scandalisation or whimsical court judgments.
That's Pakistan's civil service. Who are we kidding?
