Unfortunately the constitution of Pakistan is developed keeping women in mind - all citizens are equal no matter what gender they have but only women to be protected exceptionally.
the clause states:
Article 25, Equality of citizens
(1) All citizens are equal before law and are entitled to equal
protection of law.
(2) There shall be no discrimination on the basis of sex
(3) Nothing in this Article shall prevent the State from making
any special provision for the protection of women and children.
After 21st amendment (for Speedy Trial Military Courts to deal with terrorism.), now this is the time to make 22nd amendment in the constitution of Pakistan to remove such clause which gives the perception that state does not treat it's citizens equally on the basis of gender.
