Chinese Prof. Yan Xuetong states the relationship between Politics, Military, Economy and Culture as following:
A state's capability consists of four elements, namely, its politics, military, economy and culture. Political capability is the operational element, and the other three (military, economy and culture) are resource elements. In other words, political capability applies a multiplicative effect on the other three elements. Should political capability decrease to zero, then the effect of the other is reduced to nil. Thus, the improvement or decline of a state's capability is determined by the political capability of that country. A state's national strategic interests are hence defined according to any improvement or decline in its national comprehensive capability. Any concrete interest of each sector or issue is defined accordingly by the capability of related sectors or issues.
